Does the SKILL bill help persons who have already completed their masters or will it also help those who are pursuing their MBA/MS? (i.e if SKILL is implemented)
Will a person with 2 yrs experience and a MS degree or a person with 6 yrs experience and currently working towards their MBA (part-time) be exempted from the visa numbers?

So if what you are saying is true, then form example, country "A" has only one applicant. Since ROW collectively used all the visa,country "A" has to wait 6/7 years to get visa number?
They do have per country limits. But the none of those countries have used up the 7% allocated for those individual states before the the total number of visas ran out. In other words none of those countries had applicants to consume the full 7% but collectively used up the the total number of visas.
But in the case of the countries like India, china etc they have actually used up the total 7% of the visas per country.

I am preparing I131 (AP) renewal application for me and my family. For my son, who is 8 years old, do I need to fill "Part 9. Signature of Person preparing the form, if other than the applicant" since I am preparing this form? OR can I just sign Part 8 on-behalf of my son?
G-28 form says it needs to be filled in case if you use Attorney or Representative. Just wondering whether I need to fill a G-28 form for the above AP renewal application for my son since I am filling Part 9 in his application.

This wud sound like good news except for the word "introduced". The SKIL bill was "Introduced" in the Senate as well. I would love to go "ra-ra sis boom ba" on this peice of news, but history shows that a lot of bills get "introduced" but remain on the senate/house back burners. This is good news but let's be cautiously optimistic/enthusiastic.

Its a funny idea that we can help them write a pgm. But be real, It is a gov data and will have sensitive info. It takes money to make money. So lets spend it.. 5K is not a big deal. It is perfectly legal to ask for money when we need info from FOIA.

I did not want to initiate that discussion because it may be a long one, but let me share my experience:
My recommendation is that folks take an MBA only if you already have a firm position in mind that you want to go for an executive or upper management position in the future. That line of thought is specially applicable when you are paying the whole thing from your own pocket !!! Before working in a management position or taking the MBA, I did not know how much I liked the idea of becoming a CIO or CEO. I tought I knew it, but until you actually experiment it, as many things in life you don't know for sure. Well, after completing 50% of the program I realized that was not my short or mid-term goal to work as an executive reading accounting net income balance sheets or maketing professional, even if I had the GC handy.
In my personal opinion, taking an MBA merely to enhance your project management when you are PAYING FROM YOUR OWN POCKET it may be a very bad strategy. If others are paying for you, of course that is fine, but it is not the case for many of us. I had only one or two courses related to project management anyway.
If you just want to enhance your project management skills, you might want to invest in way more direct courses such as PMP, ITIL, Microsoft Operations Framework. You should be able to complete those with a fraction of the cost and time of an MBA and probably achieve more return and knowledge than what the MBA can offer you when it comes to project management.
For those who are sure you want to read balance sheets, work with marketing analysis and go away from the hands-on experience, then MBA may be right for you.
I don't want to discourage you, but there are documents out there showing that MBA's are overrated and the importance of it is under scrutiny. Since I already found offers from multiple employers who were willing to pay 100% (if you are a qualified professional like us, it is not difficult to find employers willing to pay for it once you can change jobs) personally I thought I could wait a little longer to get the MBA and invest in IT certifications now paying from my own pocket.
Just my humble opinion.

I have a situation.I got a H1B transfer and i was working let it be z compsny.after few months i try to transfer to another company let it be X.before I start working over there in X company ,I gave my H1 for transfer.meanwhile i left the Z company and joined in new company let it be y.So in y company applied for H1B transfer meanwhile i got H1B approved from x company.But i havent work in X company even a single day.
I was working with Y company and I got regular paystubs everything with those things they applied for H1b transfer in my Y company.after few days we got a query that some evidence required .we provide the evidence also.now the case statues is "Evidence Received Case Processing Resumed".
and its taking time .Is there any problem .Will the case will be approved?

The intent about letting foreigners come to work in US is to fill the gap between the demand and the local availability of skills. It is not about rewarding the foreigners academic skills.
If you want to work here, then get skills in a field where there is a shortage here and you will not have problems with H1 sponsorship.
When you did your Masters degree in US, you should have been more smart in selecting your area of study.
Why should US allow foreigners to work against its citizens when there is no shortage of skill.
Your frustation is understandable from your perspective but definitely not from a US citizens perspective.
This is definitely a wrong advice. People pursue their passion and do their Masters in a field they like. People do not look around which field is giving a Green card. US is not dictating the job market in this global economy.

Some non-IT companies would not sponsor H-1B visas because of unwanted complex process/paper work or they can not compete for visas filed left and right by big companies. The job is not going to wait for the visa availability. Please stop nonsensical, insensitive posts without knowing the reality and frustrations.

By the way, we will have minimum participation for this as most of guys/gals in this forum are on EAD(you will know this when you see amount of questions answered for someone EAD and all H1B related questions are usually buried under within an hour or so)...

Why don't you send PM to IV core members and discuss the issue with them? This may be your starting point. Discuss with them about IVs position on this issue and how soon they may take up this issue with high priority. Also they may advice you about the right persons (senators/Congressmen) to contact etc.
I advice do not use this forum to communicate with IV core team as you already know very well that there are many people who are already scared to lose their chance if your labor is approved.
